Flatbed Detention: How Crane and Forklift Waits Add Up

Detention in dry van trucking is relatively straightforward: the truck arrives, backs into a dock, and waits while a forklift unloads it. If the wait exceeds the free time window — usually two hours — the carrier bills detention per hour. It’s annoying but transactionally simple.

Flatbed detention is structurally different, and significantly more expensive when it happens. There is no dock. There is often a crane. There may be a rigger crew billed at labor rates. There may be a facility production window that the load must fit within. And when the truck is late or early, it doesn’t just displace a dock door — it disrupts a coordinated sequence of equipment, labor, and facility access that can cost thousands of dollars per hour to hold in place.

Why flatbed detention costs more per hour

Consider the typical Van detention scenario: a truck arrives 90 minutes late and waits at a dock door. The forklift operator is already on-site for other work; the wait costs the facility some inefficiency, and the carrier bills $100–$150 per hour after the two-hour free window.

Now consider a flatbed arriving 90 minutes late at a steel mill receiving a coil shipment:

A 90-minute late flatbed with crane equipment holding can generate $1,300–$2,200 in direct idle costs before the truck’s detention invoice is even issued. The carrier’s detention charge is the smallest line item in that table.

This is why flatbed shippers at crane-equipped facilities are less tolerant of late arrivals than typical van receivers, and why flatbed detention rates are often negotiated at higher levels than van detention.

The no-dock arrival: what actually happens

At a dock-door facility, a truck in the lot is already staged for work. The forklift can come to the truck. At a flatbed facility, the driver must:

  1. Check in at a gate and wait for a crane assignment
  2. Be directed to a specific bay or work area (not interchangeable with other bays)
  3. Position the trailer in a precise spot for crane access
  4. Wait while the crane moves into position and the rigging crew sets up

Steps 1–4 can consume 30–60 minutes of the free time window before any cargo has moved. A shipper with a 2-hour free time window for a flatbed crane load is effectively offering 60–90 minutes of actual unloading time.

When negotiating free time in flatbed contracts, this pre-work sequence should be explicitly addressed. Some carriers and shippers negotiate 3- or 4-hour free time for crane-served facilities to account for the extended staging process.

Forklift detention: the industrial site difference

Not all flatbed deliveries involve cranes. Many heavy manufacturing, lumber, and building materials sites use large forklifts — telehandlers, reach forklifts, rough-terrain machines — to unload flatbeds in the yard. These are different from the dock forklifts in a van terminal.

The detention dynamics here are different from crane detention but still distinct from van:

Forklift availability. A van receiving dock has a pool of forklifts supporting multiple doors simultaneously. A flatbed unloading yard may have one telehandler and three flatbeds waiting. Unloading is serialized.

Ground condition variability. Flatbed deliveries to construction sites, industrial yards, and underdeveloped receiving areas may involve soft ground, slopes, or obstacles that extend forklift cycle time significantly. A telehandler that moves a lumber load in 30 minutes on a level concrete pad may take 60–90 minutes on a gravel job site in winter.

The crane/forklift switchover problem. Some facilities use a crane for the first lift (coil off-trailer) and a forklift for the second (moving to storage). If either equipment is delayed, the sequence stalls. The carrier’s driver waits for both.

How detention is triggered and documented

FMCSA does not regulate detention time directly — it is a commercial matter between carrier and shipper, defined by the rate confirmation or broker agreement. Common free time windows in flatbed contracts:

  • Simple flatbed loads (no crane): 2 hours free, then detention
  • Crane-required loads: 3–4 hours negotiated free time
  • Steel mill coil loads: Some contracts specify 4 hours free plus a separate “crane setup” exclusion window

For detention billing to hold up, the carrier needs documentation of:

  • Arrival time — gate check-in log, GPS timestamp, or BOL timestamp
  • First movement time — when the crane touched the load, or when unloading began
  • Completion time — when the driver was released

Without timestamped documentation, detention disputes often result in partial payment or non-payment. Drivers should request a time-in/time-out stamp on the BOL at every flatbed pickup and delivery. If the facility doesn’t stamp BOLs, a cell-phone photo at arrival and departure with the facility visible in the background creates a defensible record.

Driver time accounting under HOS

Detention time counts as on-duty not driving under FMCSA Hours of Service regulations. A driver who arrives at a facility with 7 hours of driving time remaining on their 11-hour clock loses driving time to every hour of waiting. If a 4-hour detention burns the driver’s available hours, the load doesn’t deliver on time and the shipper pays for a layover on top of detention.

Shippers often don’t model this interaction: the direct detention invoice is $150/hour, but the delivery delay caused by HOS exhaustion has a delivery consequence that may matter more than the detention invoice.

Carriers should communicate HOS status to shippers when detention is approaching the point where delivery commitment is at risk. Many shippers will release a driver early if they understand the downstream consequence — they’d rather avoid a missed delivery than collect a detention charge.

Crane window scheduling: the upstream problem

Most crane-related detention traces to scheduling failures upstream of the truck’s arrival:

  • Appointment was made without confirming crane availability at the requested time
  • Crane crew was scheduled but production priorities shifted the crane to another task
  • Load arrived without the required permits, certifications, or rigging plan, and the crane crew couldn’t start

Negotiating detention terms before you’re in detention

Detention is always easier to resolve before it happens than after. When tendering a flatbed load that involves:

  • Crane-assisted loading or unloading
  • Industrial facility with constrained equipment availability
  • Multi-stop delivery with sequential unloading
  • Winter operations that extend setup time

…build detention terms explicitly into the rate confirmation. Specify the free time window, the per-hour rate, the documentation method, and who is authorized to approve detention at the facility. A rate confirmation that says “detention applies” without specifying how it’s triggered and documented is an invoice dispute waiting to happen.
