Flatbed vs. Hotshot for Partial Loads: How to Choose
Partial loads — freight that doesn’t fill a trailer — are one of the most expensive and logistically awkward categories in flatbed shipping. A shipper with 8,000 lbs of structural steel for a single job site has a few options: consolidate it onto a full load going the same direction, wait, pay a premium for a dedicated hotshot, or build an LTL flatbed arrangement with a broker who can match complementary freight. Each option has tradeoffs that aren’t obvious from the rate alone.
What counts as a partial load in flatbed?
In van freight, a partial truckload (PTL or LTL) typically refers to freight that fills less than about 12–14 linear feet of a 53-foot trailer, or under roughly 10,000–12,000 lbs. Flatbed partial load thresholds work differently because usable deck space is more constrained:
- A standard flatbed is 48 feet long and 102 inches wide (8.5 feet).
- Flatbed freight must be securable within those dimensions — no interior walls mean no stacking for most loads.
- A load that occupies 16 linear feet of a 48-foot flatbed but weighs 35,000 lbs might fill the trailer by weight even though 32 feet of deck is unused.
When a flatbed load occupies less than roughly 20–24 linear feet of usable deck and is under 20,000 lbs, the shipper is in partial load territory — and the economics favor some form of shared or expedited arrangement.
The hotshot option: what it is and when it wins
Hotshot carriers operate oversized pickup trucks (typically F-450 or F-550 class, or heavy-duty 1-ton trucks) pulling gooseneck trailers, usually 20–40 feet long. They operate under a lower weight threshold — generally 26,000 lbs GVWR and under — which allows them to bypass some CDL and Hours of Service requirements, reducing cost and improving transit speed.
Hotshot wins when:
- The freight is under 16,500–18,000 lbs
- The dimensions fit within a 20- to 40-foot gooseneck trailer
- The timeline is critical (hotshots can often respond within hours, versus a flatbed that may need 24–48 hours to arrange)
- The freight originates in a rural area where full flatbed capacity is thin
Hotshot loses when:
- The freight exceeds 18,000 lbs
- The cargo is overwidth (over approximately 8.5 feet), overheight, or overlength for gooseneck trailer capacity
- The freight requires securement equipment the hotshot carrier may not carry (chains, friction mats, specialized blocking)
- The distance is long — hotshot cost-per-mile is typically higher than flatbed on runs over 500 miles
Hotshot rates are usually quoted per mile rather than per hundredweight, and they include fuel (FSC is often baked in). Expect to pay more per mile than a full flatbed on comparable distances, offset by speed and flexibility.
The LTL flatbed option: how it actually works
True LTL flatbed — two or more shippers sharing a single trailer across different origins and destinations — is far less common than van LTL and harder to find. Unlike van freight, where doors and walls create separable interior space, a flatbed’s open deck complicates multi-shipper loading: cargo from different shippers must be loaded and secured separately, and the trailer must be accessed from the deck rather than through doors.
In practice, “flatbed LTL” is often:
- Volume LTL (VLTL): A single-shipper partial load that moves on a flatbed with complementary freight brokered by a carrier or 3PL.
- Consolidated flatbed: A broker or carrier pre-books two or more shippers whose freight can co-load without conflict and whose origins and destinations are on a compatible geographic path.
- Owner-operator flexibility: An independent flatbed driver who has capacity after delivering a load will sometimes accept a partial load for the backhaul at a discount rather than deadhead.
Calculate securement before choosing the equipment
Regardless of whether you’re on a flatbed or a hotshot gooseneck, federal securement rules (49 CFR 393.106 and 393.110) apply to both. The load securement calculator gives you the minimum tiedown count for your weight and length.
The relevance here: a hotshot trailer operating under 26,000 lbs GVWR is still subject to FMCSA cargo securement rules. A 14,000-lb partial load of angle iron on a 30-foot gooseneck still requires:
- Aggregate WLL ≥ 50% of cargo weight (7,000 lbs of combined WLL)
- Length-based minimum tiedowns (2 for the first 10 feet, plus additional for length)
Hotshot operators who don’t carry adequate chain equipment for steel freight are setting up both themselves and the shipper for liability. Verify the carrier’s securement equipment before tendering freight.
Cost comparison: partial flatbed vs. hotshot
A useful framework for the economics, using a hypothetical 15,000-lb load of structural steel, moving 400 miles:

These ranges are illustrative — actual rates vary significantly by lane, season, and current market. The hotshot option may beat the partial flatbed on cost when speed is a requirement, but it’s rarely the cheapest option for patient shippers.
When to use each option
Use a dedicated partial flatbed when:
- The freight is 20,000–26,000 lbs (hotshot limit) and won’t consolidate
- The cargo has specific securement requirements (chains, lumber dunnage, specialized blocking) that only a flatbed carrier with the right equipment can meet
- Time isn’t critical and you’re willing to wait for the right match
Use hotshot when:
- Weight is under 16,000–18,000 lbs and dimensions fit a gooseneck
- You need same-day or next-day pickup
- The freight is on a lane with active hotshot coverage (Texas oilfield corridor, Southeast construction lanes, Rocky Mountain wind energy lanes)
Use consolidated flatbed LTL when:
- You have 5–12 linear feet of freight that doesn’t time-sensitive
- A broker confirms complementary freight exists for the lane
- Cost is more important than transit time
The brokerage role in partial flatbed freight
Partial flatbed freight is one of the areas where an experienced freight broker genuinely adds value — they know which carriers run specific lanes and which driver-partners will accept partial loads at rates that work for both sides. Posting a partial flatbed load on a marketplace and waiting for bids is less efficient than calling a broker who has a flatbed driver deadheading 50 miles from your origin.
