Dock Scheduling and Why Flatbed Shippers Wait Longest

A flatbed appointment reserves labor and equipment

A van appointment usually reserves a door and a forklift. A flatbed appointment may need an overhead crane, coil saddles, riggers, dunnage, tarp space, a receiving crew, and a safe place to turn a 75-foot combination. That is why a van load may take 45 minutes while a crane-equipped flatbed facility commonly needs two to four hours.

The difference is economic, not cosmetic. A driver arriving 30 minutes late can miss a two-hour crane window. The truck then waits four to six hours, the crane crew loses its slot, and a destination crew may be rescheduled. The appointment must identify the resources, not just print “Tuesday, 10:00 a.m.” on a BOL.

Crane idle time has a measurable price

Crane time is often the most expensive labor in the move. Planning rates vary by region and include mobilization, operator, fuel, and minimum-hour rules, but useful budgeting ranges are:

If a $600/hour hydraulic truck crane is standing by for two hours waiting for a late flatbed, the direct idle exposure is $1,200. Add a four-person rigging crew at $65/hour for two hours—$520—and the site has consumed $1,720 before the truck’s detention invoice. A missed appointment can also create a second mobilization charge or a $400–$800 carrier detention event.

The shipper should decide whether the crane is reserved only after check-in or from the appointment start. If the crane contractor bills a four-hour minimum, a two-hour delay can consume the entire minimum and push the lift into overtime. Record the driver’s ETA, gate-in time, crane call time, and lift completion separately so the cost can be assigned correctly.

Why crane windows fail

Steel mills schedule cranes around production, inventory, and shift labor—not around a truck’s dispatch board. A driver who arrives at 9:30 for a 9:00–11:00 window may still be loaded. A driver arriving at 11:05 may be rejected because the crane has moved to a production task.

Confirm the appointment number, bay, gate, PPE, required trailer length, latest arrival, and crane contact 24–48 hours ahead. Send a live ETA when the truck is 50 miles out and again at 30 minutes. If the driver will miss the window, the facility can sometimes release a later slot before the truck reaches the gate.

Seasonal scheduling is a capacity problem

Seasonality changes both the number of trucks and the hours available to load them. Steel mills commonly schedule maintenance shutdowns during planned outage periods. A mill that normally loads 24 hours may close a rolling line for several days, then reopen with accumulated orders. The first week back can produce more trucks than crane bays can serve.

Holiday schedules create a second bottleneck. Thanksgiving, Christmas, New Year’s, and July 4 schedules may reduce receiving to one shift or close a facility for two to four days. A Friday pickup may become a Monday delivery constraint, while a driver who arrives during a reduced holiday window may have no same-day recovery slot. Summer construction season increases jobsite demand for beams, pipe, and machinery at the same time that vacation staffing reduces receiving capacity.

Ask every facility for its maintenance calendar, holiday hours, blackout dates, and recovery plan. Book earlier during a shutdown week, add a realistic layover allowance, and do not promise a delivery appointment until the destination confirms labor. For coils, confirm rack capacity for the actual gross weight and diameter; “rack available” is not sufficient. For precast, send the lift drawing and confirm that the site’s crane capacity exceeds the heaviest pick, not merely the trailer weight. For a jobsite, request a turning diagram when access is constrained.

Coil racks, weather, and securement time

Before a coil is lifted, racks or saddles must be positioned and checked. The driver should verify that they are square, rated, and placed to keep axle weights legal. This adds 20–45 minutes to a normal load. At a busy mill, the same setup time stacks behind every truck.

Open-deck freight also creates weather holds. A tarp cannot safely be installed in high wind. Rain can delay release while steel is protected, and snow or ice can require the deck to be cleared. Provide a sheltered tarp area and identify who can release the load after inspection. A facility without a tarp plan is not ready just because the crane is available.

What scheduling technology should do

A practical no-software control

Require written appointment confirmation before dispatch. Put “crane window confirmed,” “rack rated,” “latest arrival understood,” and “receiver crew confirmed” on the dispatch checklist. Track gate-in, crane start, load complete, departure, destination arrival, and unload complete. Review 90 days by facility. The top five facilities often account for 60–70% of detention spend.
