From PO to Proof of Delivery: Full Visibility for Flatbed Shippers
Flatbed needs more than pickup and delivery calls
Parcel networks generate many scans. A flatbed load historically generated two events: carrier-confirmed pickup and a signed BOL returned after delivery. The gap may be eight hours and 600 miles, including a crane appointment, a securement decision, a tarp exposure, and a delivery crew waiting at a jobsite.
Real visibility is a sequence of operational milestones:

What ELD data records—and what it misses
An electronic logging device records regulated hours-of-service information, duty status changes, driving time, and vehicle position associated with the tractor. Under 49 CFR Part 395, those records help show whether a driver can legally continue moving and can support a departure or stop timeline. ELD integrations can provide a GPS position at intervals and an estimated arrival based on the truck’s route.
ELD data does not prove that the load was picked up, that the correct commodity is on the trailer, that chains meet the working-load-limit requirement, that a tarp was applied, or that the facility honored an appointment. It may show a truck stopped at a mill without identifying whether the driver is waiting for a crane, completing a securement inspection, or taking a required break. It also may not identify a trailer swap or a multi-stop unload unless the carrier’s system adds those events.
That is why ELD alone is not shipper-grade visibility. A map dot needs a check-in reason, load confirmation, condition photo, and appointment state. Require four-hour updates on a day-long haul, plus alerts for delayed departure, a stop beyond the planned break by 30 minutes, ETA variance over 30 minutes, and destination arrival.
Claims documentation in depth
A properly documented cargo claim is a written demand identifying the shipper, carrier, BOL, shipment, delivery date, nature of loss, and amount claimed. Under 49 U.S.C. § 14706, a written claim generally must be filed within nine months. Include the invoice or replacement value, packing list, repair estimate, inspection report, pickup and delivery photographs, signed BOL, POD, and every delivery exception.
At delivery, write “crate corner crushed,” “tarp torn with wet packaging,” or “coil edge dented,” not merely “damaged.” Photograph the condition before unloading when safe. Obtain the receiver’s signature and date. A POD that says “received” with no exception can be used by a carrier to argue that visible damage was not noted at delivery. A claim filed without proof of value can be delayed while the adjuster requests the invoice.
Carriers commonly deny or reduce claims by pointing to no delivery exception, improper packaging, inherent vice, pre-existing damage, shipper loading, or a released-value agreement. Inherent vice can include a commodity’s tendency to rust, crack, or deteriorate absent a carrier-caused event. A wet coil with no origin photo and no tarp instruction is harder to evaluate than a dry coil photographed before departure and again at delivery.
Visibility shortcuts these disputes. A timestamped origin photo proves condition and tarp status; a securement photo shows the chains and blocking; an ELD route history shows where the truck stopped; and a delivery photo establishes the condition before the receiver moves the freight. Store the written claim and evidence together, rather than hunting through driver texts months later.
Multi-stop flatbed loads
Flatbed visibility becomes harder when a shipment has three locations: a steel mill pickup, a service-center processing stop, and a final construction site. At the mill, record coil identity, weight, rack placement, securement, and departure. At the service center, record arrival, unload or processing start, condition before handling, any new BOL, and reloading securement. At the jobsite, confirm access, crew readiness, delivery position, exceptions, and final POD.
The shipment should not switch to “delivered” at the service center if the purchase order ends at the jobsite. Use a stop sequence and separate custody events. If the service center cuts a bundle or transfers a coil, document who controlled the freight and what condition existed before and after the operation. A single truck position cannot answer those questions.
eBOL and one-link workflow
An electronic BOL lets the driver capture a receiver signature on a mobile device and upload it immediately. Confirm whether the receiver still requires paper and carry a fallback. A usable POD shows signature, date, time, BOL reference, delivery exceptions, and images. Request it within two hours of delivery.

Start without new software
Standardize driver check-in with truck number, trailer number, facility, appointment, and exact time. Require a loaded photo, a destination arrival notice, and POD within four hours as carrier contract terms. Use MacroPoint or Trucker Tools when available, but define update intervals and escalation contacts. Retain the PO, rate confirmation, permits, BOL, ELD events, photos, exceptions, and POD under one shipment identifier.
